What’s the best carb legal header for 98ITR and what parts do I need changed to pass smog

I’m currently working on putting my 98 ITR back to carb legal. So I can drive it on the street and not just track it.
My engine as is now
B18C5- CTR pistons
Ported head
Skunk 2 stage 2 tuner cams
Aem fuel Rail and pressure regulator
550cc injectors
After market TRi-y header
Skunk 3 inch Mega RR header back exhaust
So I still want to make as much power as possible but be able to street it and not have to worry since Im in California.
What’s the best carb legal header still available? Also to pass smog do I need oem injectors or just the same size injectors as oem. What parts can I keep and get bye and what do I need to convert back to? Like my cams . I know stage 1 are carb legal. has any passed on stage 2 cams?
