Thanks to those who let us know that private messages were not sending anymore. I've removed the quota and reset permissions for the user groups, and that has yielded successful tests.
Please note, messages in the Outbox are only there because the recipient has not opened their inbox, according to PHPBB (our forum software). You can edit messages that are still in that state as well.

Messages stuck in outbox also do not show as sent messages, should that be the case?

That means the recipient has not opened that part of their inbox, according to PHPBB (which is what this forum runs on). I currently have 2 stuck there as well.
They should move to sent once the other person views them.
